September 2025 EB-3 Visa Bulletin Summary
There were no changes this month across any chargeability category or country:
- Philippines: No change
- India: No change
- China: No change
- Mexico and Rest of World (ROW): No change
The US government fiscal year runs from October 1 to September 30, and visa movement often slows down or stops entirely toward the end of the year. Fortunately, we didn’t see any further retrogression, and there is a strong reason to expect forward movement to start in October.
Why Does It Slow Down in September?
The US government only has a limited number of immigrant visas available each fiscal year. By the time we reach the end of summer, most of those visas have been allocated.
This annual slowdown is expected. It’s part of a normal immigration cycle and not a sign of failure or permanent delay. In fact, the start of the new fiscal year on October 1 will bring a fresh allotment of employment-based immigrant visas, meaning more movement is on the horizon.
