Advancing Ethical Migration and Nurse Success: IEN Policy Summit on July 15
June 16, 2025

The success of global nurse migration depends not only on recruitment but on the systems and policies that help nurses thrive once they arrive. On July 15, 2025, the Internationally Educated Nurses (IEN) Policy Summit, hosted by the Philippine Nurses Association of America (PNAA), will bring together voices from across healthcare to explore this important topic. The event will take place in Detroit, Michigan, with a virtual option available for remote participants.
Health Carousel International’s Role in Ethical Recruitment and Nurse Retention
At HCI, we understand the importance of these conversations, and we believe that ethical recruitment is only the beginning. We are committed to ensuring that internationally educated nurses receive the tools, support, and advocacy they need for long-term success.
We’re proud to share that John Sebastian, Chief Executive Officer of HCI, will represent our organization during the Summit’s panel discussion on Recruitment and Retention. His perspective will reflect not only HCI’s commitment to responsible recruitment, but also our experience in supporting nurses across their entire journey—from pre-arrival preparation to long-term career development. John’s insights will reflect our organization's approach to:
- Promoting responsible and transparent nurse recruitment
- Providing pre-arrival education and cultural readiness
- Supporting career growth and long-term retention of IENs in the U.S. healthcare system
Through this discussion, we hope to reinforce the importance of ethical practices that prioritize the well-being of IENs while addressing staffing needs across U.S. health systems.
What to Expect at the IEN Policy Summit
This full-day summit features a diverse program focused on advancing IEN success, including:
- Legal and ethical implications of international nurse migration
- Strategies for onboarding, workplace integration, and retention
- Policy discussions on state regulations and nurse advocacy
- Facilitated group dialogue through Appreciative Inquiry
- Thought leadership from ANA, Henry Ford Health, the Philippine Department of Migrant Workers, and more
These focus areas align closely with HCI’s mission to improve lives and make healthcare work better—especially for the globally trained nurses who are essential to quality patient care in the U.S.
Our Continued Commitment to International Nurses
From leadership engagement to long-term career support, HCI remains dedicated to empowering internationally educated nurses. We believe that supporting IENs through ethical recruitment, education, and professional development leads to stronger healthcare systems and healthier communities.
